If he already likes someone then i think she shouldn't tell him yet. I think your friend should walk up to him and begin a conversation and get closer to him emotionally, become his friend and to see where that leads her.

I think she should wait and become as good of a friend as possible and wait for a bump to come in their relationship. Once they break up is when she should make her move.
