Okay so, I have a crush on my friend jordan's friend Evan, and I'm guessing he likes me too because we hang out together every weekend. Its been 8 months of hanging out and I have been waiting for him to ask me out. So should I ask him out?

I say go for it. It's not going to hurt anda sejak asking. Even if he says no i don't like anda that way, at least anda can hold your head up high and say anda asked him instead of losing the chance of possibly a good relationshiop.
If anda are Friends with this Evan, i suggest beginning that anda do not want this to damage the friendship anda have already, and if he doesn't agree with you, that it shouldn't damage the relationship and anda should still be friends, and then say anda like him and ask him out.

What anda have to think of is - if anda say nothing, how will anda ever know? anda will ask yourself should i have? What if i?..for the rest of your life, so go for it.
