Honestly, I have no idea. I don't think I've seen an anime where there have really been 'outsiders' in any anime I've watched, excluding Katekyo Hitman Reborn, which there wasn't much of an attitude, since they seemed to get along to a certain degree, plus the fact that most of the outsider characters in the anime were Italian and in different mafioso gangs.
