Only 9 months late... but maybe it would help someone in the future. Arrested Development was filmed primarily in the communities of Culver City and Marina Del Ray (wikipedia), but the fictional setting was Newport and Balboa Island.

If you happen to return to the OC, I recommend heading down the Balboa peninsula and walk out down along the pier and eat breakfast at Ruby's Diner. Than head back to away from the beach and hit the arcades.
