The guy was George Foyet, the Boston Reaper from 4.18 Omnivore. In that episode he called Hotch in his hotel during the investigation and offered him a deal: the FBI stops hunting him and he stops killing the victims. Of course, Hotch refused and they caught Foyet but in the final scenes of the 4x18 Foyet managed to escape from prison. Most peminat-peminat suspected that he'd return and go after Hotch - which he obviously did.
