I pick Gaston because he comes off a little more jock than villain. He certainly has his villainous traits and actions but I think all of the others on this list are a little more frightening than he is.

Lady Tremaine, really? She may not have magical powers but she's still scary IMO.

I'm surprised Hans is winning when nobody likes anything about Ratcliffe, calling him useless most of the time. he doesn't scare me at all but Hans had something of a slasher smile when he was about to kill Elsa.

Eh, if anything because his fans are always hailing him as the "scariest Disney villain" just because he reminds them of an ex. Really unfair to drop under the rug 80 years of scary villains just for this guy.

I think Hans was scary because he didn't seem like a villain - never saw it coming. Whereas Ratcliffe and Gaston are just bullies (not very scary ones, at that).

Agree with Mongoose09. Lady Tremaine is scary in the most realistic and genuine way and she certainly makes a lasting impression. She's a master of non-physical abuse.
