What means that an user was "BANNED"? And how can someone be banned???

Those user that when u go to their profiles, u can't see them, u go to the Fanpop utama site. Everybody says that they were "banned" but what exactly means that???
Can someone explain me that, please?

Of course. People lapor people and Fanpop staff check it out and ban the reported person if appropriate. Normal Fanpop users can't ban someone, but they can lapor them which could lead to the person getting banned.
