^^ what you guys said - besides, Loras hasn't been made a member of the kingsguard yet and Tywin plans to marry Cersei off to him and not to his brother, sooo.. It seems they have forgotten everything about Willas and Garlan :/

NO. Why else would be Loras filling in for them in every regard? Be sensible, Garlan Tyrell was a kind man and all, but both those brothers are completely irrelevant, minor and uninteresting to include them in the show and pay actors to play them. I think it was a very good solution from HBO.
