The Ministry may be corrupt, but really, they're politicians, did you expect a utopia. Besides, what sort of 'protectors' try and murder you? The Volturi are seen as 'evil' because they're the closest the sparklepires have to traditional vampires and they try to keep Bella away from her 'destiny'.
