Carrow from the seventh book could have been another option. If he had been, I might have voted for him.

I think that there's a difference between talking with a childish voice and acting like a child. Talking with giggles isn't immature imo. Umbridge is a lot of things; foul, creepy, sadistic, and controlling. But immature isn't one.

I don't think her manner of talking was meant as a sign of immaturity either. If anything, it showed that she looked down at those she spoke to, as if she thought of them as immature - a little bit like how people tend to talk to babies and young children.

I did change the word "immature" with the words "Psychotic", "Abusive" and "Cruel".
