Naruto If Pein had attacked Otogakure(that is,before Sasuke left Konoha for Orochimaru)do anda think he would be able to destroy it just like how he destroyed Konoha

hmmm I think he can destroy the cloud village,its simple,he would just need to fly to the sky and perform a massive Shinra Tensei just like he did with Konoha.that would destroy everyone in the village,maybe Raikage and Killer Bee would survive,but 2 persons are not enough to be called a village eh?
