In French, OTH is even called les frères Scotts. So, it's obvious that Lucas & Nathan are the most important ones. Since Lucas, is always the first one in the credits, I picked him. But come on, totally not Brooke! She wasn't even in the pilot! And she's the last one of them 5 in the credits.
