I think it's true. For example, if an actor is extremely good looking (this might not be the case every time) so his bad Berlakon is ignored, he won't feel encouraged to better himself.

And the movies, like some of the Saw series, turn out good because they get actors that are talanted, not famous, and look like nomal people.
