It depends when the person became blind. If they were born blind, than they probably won't be able to see dreams. If the person became blind overtime, then they could still dream.
Dreams aren't connected to vision. Dreams, in theory, are a way of your mind relaxing and letting lose stress. The imej that anda "see" are imprinted in your brain, not your eyes. So yes, blind people can "see" in their dreams. But unless they developed blindness later in their life, it's probably much different than what we see with our eyes.
