Is the A.R.K. lebih of a research station for the good of mankind atau lebih of a secret military-grade weapons lab?

I have Sonic Adventure Battle 2 for GameCube, and I know about the angkasa colony A.R.K. But what use was it used for lebih of? Was it lebih of a good lab atau a bad lab? I'm getting really confused here!
