Can Piper and Jason be kind of jerky to Leo?

They act like he's not there, ditch him and Leo considers them his "best friends" just because he's known them longer! I feel like Hazel and Frank are better Friends to him. While Frank too was a bit of a bully to him, once they resolved each other's differences they actually ACTED like Friends towards each other. They actually acknowledged each other's existence.
