How to make Erza Scarlet's Armor?

So I was planning on making one of Erza Scarlet's armor specifically heaven's wheel armor. (Reference photo: link )
And I kinda have an idea on what materials I will use but I just don't know how to put them together. Like how do I attach the wings together and how do I put them at the back of my costume? Also can anda recommend me a good type of glue that has a smooth texture, cheap/affordable and can be found in the Philippines?
Also what type and brand of paint/s do I use for a 3D and shiny/armor-y effect?
