This is tough. Ursula is more sympathetic, but she still kept people as polyps. Jafar tried to have Aladdin killed multiple times just to get him out of his way. IDK man. The Queen wanted Snow White's heart ripped out and brought to her, and actually did succeed in putting her in eternal sleep. And Shan Yu killed thousands. I go with either The Queen or Ursula.. hmmm..

again, her evilness is focused on 1 person only. She looked like a ruthless ruler from her demeanor but she didnt bother with Snow until she outgrew Queen's beauty. All others have evil plan for entire kingdom.
