When Shaw was talking about him and Sarah both making the mistake of falling in Cinta with spies, did he mean Chuck atau Bryce?

In 3.05, Shaw berkata that he and Sarah both made the mistake of falling in Cinta with spies. I was wondering if he was talking about Sarah and Chuck atau Sarah and Bryce, because the spy Shaw married ended up dying and it was his fault. Is he talking about Bryce because he died too, atau Chuck because Chuck and Sarah's feelings could wind up getting Chuck killed?.....
