Yeah, this really belongs in a Scene Emo spot, but there isn't one, so, this is the best I've got....how do I do my hair like this:

Talk to the person who anda usally go to get your hair cut at. Actually, even bring that pic with anda and he/she could cut your hair just like in the pic. Then it looks like the girl in the pic just put some Hairspray on.

if u really want ur hair like that what u really should do is go to YouTube see hairstyle u really want then get a hair dresser and tunjuk her how u want it done.

i got nothing that is different from what these guys said, but I KNOW!
There this girl who AWAYS has llush hair, and she does it like that nearly all the time.
But I'd cut my hair short, and im still waiting for to grow back cos theres no extensions my hair colour that will... blend in.
so yeah, i can give anda anything more, just like to be vocal XD
