When she puts the wall up, she looks bitchy and unapproachable, but when it falls down, she still ends up looking like a bad person.
For example, in 2x21 when she hasn't gotten into Yale and didn't get onto the Junior Committee for The Whitney, Nate's Grandfather played on that by offering something he knew she wouldn't refuse; not because she has a selfish personality, but because in society each indivual has expectations and Blair, by not getting into college or a secure social circle, had failed to meet up to hers- even though she had tried the hardest to out of anyone.
Then, after all that, she was still willing to give it up because she saw the error in her ways because she is growing up now... but she still comes off looking like the mean one because she accepted it in the first place and not everyone can understand why.
So, I don't think she is mean at all, actually... she has a good heart and is admirably loyal, she just needs to believe in herself more and have the people around her believe in her so that she can relax the defensive wall she puts up around herself and allow people in to find understanding, love and respect for her.
