Does anyone know if While the City Sleeps is a Lost film?

I don't know if it is atau not because wikipedia gives a full huraian of the movie (even production information) but I can find a print, though I did find a clip on YT. I really want to see it, its a gangster film (though Chaney plays a cop) but I'm counting it. Its also yet another one of his many love-em'-but-let-em'-go movies.
Does anyone know if While the City Sleeps is a Lost film?

I think there is a surviving copy of the film atau at least there was a surviving copy in the 90's but it was damaged so the end scenes where quite snowy. I could be remembering this incorrectly but I'm pretty sure that's what they berkata about it on the documentary included on the TCM Lon Chaney Collection.
