Can anyone think of why Regina won't give Jefferson (Hatter) his daughter back?

This almost makes me madder than everything else she did. Every other horrible thing she did, even though they were NOT okay, I could see a reason for (example: she killed Graham because she was mad). I dont see any reason for this though, because it wont cost her anything, and it is breaking his heart, and making him mad, not having his daughter.
