Quick soalan about the tunnels for "dive"?

anda know how in the game if anda use surf anda can go on water? And then if anda use dive anda can go under water? There are ruins under the water and sometimes anda can hear a noise in the ruins. What is that noise and why are the ruins there? Is it a pokemon?
