Two paparazzi were handcuffed sejak cops after allegedly blowing red lights while chasing Michael Jackson's daughter, Paris Jackson ... TMZ has learned.
The photogs -- not TMZ -- were allegedly chasing the car Paris was in, blowing red lights and driving recklessly, trying to get a shot of MJ's daughter.
We're told the cops are not going to arrest the photogs because police didn't see the chase. In fact, they will not even be cited for the same reason.
Instead, we're told a crime lapor will be written and forwarded to the L.A. City Attorney for possible prosecution.

TMZ has learned 13-year-old Prince and 12-year-old Paris started at The Buckley School in the San Fernando Valley on Wednesday.
Family sources tell TMZ ... Prince wanted to go to Buckley to have "a social experience." Initially, Paris was reluctant but changed her mind in a big way.
As for 8-year-old Blanket -- he's still going to be homeschooled. Katherine Jackson feels he's too young to venture out.

Almost a tahun after Michael Jackson's tragic death, his three children stepped out on Wednesday night to attend Diana Ross' konsert in Los Angeles during which the singer paid tribute to Jackson, RadarOnline.com has learned.
"I’m dedicating my tour this tahun to my dear friend Michael Jackson," Diana berkata at the end of her konsert at the Nokia Theater in Los Angeles. "His children are in the audience," Ross berkata and the crowd thundered with applause for the three children. Prince, 13, Paris, 12 and Blanket, 8, were seated “secretly somewhere in the crowd,” she said. Barry Gordy, the legendary founder of Motown records, was there too. Against a backdrop of a huge black and white picture of the King of Pop, the diva sang two songs dedicated to Michael. Missing You, brought many in the 7,000 kerusi, tempat duduk theater to tears.
She ended the konsert with anda Are Not Alone -- and the oversized screen on stage switched to a picture of a very young Michael and Diana locked in an embrace.
