Do anda guys know how to make a Sonic peminat character on the computer?

What I do when I wanna make a peminat character is open a Sonic character picture on MS Paint and recolour the fur, eyes, skin.etc. I've made some pretty good peminat characters. Ice the Rabbit and Storm the Hedgehog.
