No, Purgatory is for the souls of people who became monsters - kind of a halfway house between Heaven and Hell, because even though they did kill and hurt people it wasn't entirely under their control.

I know a lot of people were thinking that the Winchesters' parents weren't in Heaven after Ash mentioned being unable to find them, back in season 5. But I think that just meant he hadn't located them yet, in all the souls/personal Heavens.
