Mostly himself probably, as it was his choice to go after Simba. Although perhaps Zira is partly responsible too, indirectly, as she had neglected Nuka for the most part and he was trying to impress her and make her proud of him.

in a way he did but in a way Zira did too. Actually they all did. Because Zira's rage against Simba led to them going after him. Simba crawled on the logs and Nuka went after Simba. Had Nuka not done that he may have lived. But Simba did push the logs. Kovu didn't do anything because he didn't want the war. Zira neglected her son. May be if she'd pay more attention to Nuka he would not have died either..
