I'm indeed Japanese from Tokyo Japan. I don't find it racist at all. In Japan, this kind of style is considered 'cute', 'stylish', 'Japanese culture' and it mostly attracts the younger female generation which is where she gets most support from. After all Japan is one of her biggest markets (the first 3 albums sold over million) and you have no idea how popular she is in Japan. If you come to Tokyo one day, you'll know it. I think she (or her management) came up with this song/video because at times she needs to attract this market to continuously get the supports, and this is what you do to survive in the industry. It sounds more like business but when you become adults, you will know it.

Further to above, you can see this article from Billboard. The research shows that most people from Japan favor this song/video. I'm sure Avril did this out of good intention.

I don't get why peoples keep saying this song is racist towards Japanese. Avril herself already state that she loves Japanese culture. This song was inspired from Hello Kitty, the music video set in Japan, the background dancers are Japanese, this song use some of Japanese language . She just express her love to Japanese culture with this song.
What I check the reason why they said it's racist just because the background dancers didn't smile at all, that sounds very stupid.
