I think the question is just saying witch as in referring to a female with these powers. It is like asking which is the better woman, I do not think it has anything to do with skill or aptitude or else the questioner would have stated so. In this case, I prefer Luna because her choices are her own, and social stigmas and the like mean nothing to her. Her open mind is something to be admired, and something that Hermione could take a few tries at :)
