Good question! He wasn't a member of any radical organization as far as we know. And he was friends with Slughorn. But we don't know much about him to answer honestly. Maybe if Rowling publishes her Encyclopedia we might know more about him.

Just because he wasn't a Death Eater doesn't mean he wasn't just as radical as Lucius. Look at Sirius and Regulus' parents.

Very hard to say! This is really a good question. It seemed that Slughorn really liked Abarax when he was mentioned by Draco... Maybe he was indeed better than Lucius. Since Lucius was never proven to be a cruel child, we can be somewhat educated with the fact that Abarax didn't raise his son as terrid as Lucius raised his. Besides, Lucius was friends with Severus Snape, who was a HALF blood. If he was a really big biggot, he wouldn't have been companions with him.
