Is Fluttershy passive agressive?

I've never watched my little kuda, kuda kecil before, and I saw a picture of Fluttershy and I berkata to my friend "shes really cute" and my friend berkata that she's extremely passive agressive and she seems nice, but isn't. Is that true?
