Judging by this picture, definitely Regina. In storybrooke, her and Cora seemed to get along properly (2x12, 2x14, 2x15...)

I think both are ,both were missing their moms and wanted them by their side the only difference is that Snow never left Emma from the moment she found her and gave her all the love she had while Cora never treated Regina right and wanted her daughter to do whatever would benefit herself . I guess Regina never felt really loved by Cora {excepet from the last minutes before she died} and she needed this so my vote goes to her.
