She's very clever, though she has her dumb moments but so do all the characters, they're human.

Oh yes, it takes a lot of meticulous planning to do most of what she had.

I wouldn't say she's stupid, I just think she's savy or clever like KataraLover said. I don't know if I'd say she's smart I feel like clever and smart are different things. I feel like if she was "smart" she'd be better with solving her problems rather than trying to get revenge on everyone.

^ I can see what you're saying. I associate clever with almost trickery and cunningness if that makes sense.

But then I would think that to be mayor you'd have to have some degree of smarts and problem solving skills; of course she was self appointed, but I do think things ran pretty smoothly under her control--all things considered.
