I don't know if cruel is the right word but it definitely wasn't very nice of her. I understand why she relied on him in such a way, and craved his company but I think that she should have at least confided in him and told him that that kind of relationship was not the kind that she was after.
...but Mike's a dick, what does he know ;)

Bella felt it was just as cruel to stop being his friend as it was to stay friends. Bella was in a hard place and Jacob already knew Bella wasn't available to him but he tried anyway and failed so that's on him.
