Which Anime includes a (slightly) crazy redhead who walks around barefoot. I believe her name is Elliot.

I can't remember much about this anime. Just that one of the characters was a girl, I believe her name was Elliot. She had really short red hair, pixie cut, and she walked around barefoot all the time. She has always saying ridiculous funny things and causing problems, she was kind of oblivious. She also had a crazy pet, it was a raccoon atau something, not quite sure. Any help would be great. Thanks
