Ok here's my theory:
Elena does comfort Damon, but it isn't because Rose died. If u notice, Elena has a the same baju she wore in the promo when she's asking Stefan whether Rose will be alright. She also appears to have the same shoulder bag which can also be visible in the hug picture right below Damon's right elbow.

Notice how it's mostly DE that get the promo pics? The rain scene, the rose scene, the dance, 2x03 sejak the car, 2x11 on the couch. The CW marketing team is well aware of what the majority of the peminat-peminat want, so when they want to promote the tunjuk they try to appeal to that majority to have them tune in week after week.
