They kept thinking about who would be the right model, they wanted someone recodnizeable to the public. One day someone suggested Alyssa Milano, than an animator got a picture of her and drew her face. After than they knew that Ariel was the right look for Ariel. She's the first disney heroine to have huge cartoony eyes and white highlights.

There was a HUGE arguement over the color of Ariel's hair. They thought to have her blonde because of the mermaid in Splash. They kept saying "Guys everyone knows mermaids are blonde" but they wanted to go into a different direction. But they decided that that red worked better than blonde because it goes better with the green tail. There's also when she goes into a dark scene(such as when she goes into that ship) her hair gets darker and it looks better to take red and make a dark red than to take yellow and make a dark yellow BLA. They also had a fight over the tail color to either green or blue than they made a bluish green color and called it Ariel.

They had to make sure her hair always moved in the water. Her tail had to look good. Plus she had to be beautiful, it was important to the plot. She needed some way to think she's have a chance to win Eric's heart after she loses her voice "You'll have your looks! Your pretty face!".

And to add to that: Her clothes! That they tried to put parts of every princess dress in it. Ariel is also one of the few princesses who has a lot of very different hairstyles - with bow, open, open underwater, with hairclips, with flower...

She needed to be beautiful, but they also needed her appearance to show that she was not all about looks and could see people for who they truly were. I think that would have required a lot of thought to balance out.

Mulan, definitely. They had to make her pretty, but not so pretty that she couldn't portray a dude, later on. Also, I like how they portrayed her during the matchmaker scene. She looks pretty, but uncomfortable and like she totally doesn't fit in (with her sleeves too long and hanging over her hands and a strand of hair out of her not-tight-enough bun). I think they did that to really convene to the audience how Mulan does not fit her role as a meek woman in ancient Chinese society. I think a lot of thought was put into Mulan's appearance.
